If you are in a Team POLICY Debate club or planning on joining a debate club, here is a guide to help you start your research on The Resolution:

This is also good for studying the role of State and Federal Government in our daily lives.

Questions to begin your research. Please find the answers to these questions to help you understand the topic and what is currently going on (internet is your best resource):

What is the responsibility of the United States Government according to the Constitution (Section and Article #)? Article 1 Section 8 “Congress shall have the power to lay and collect taxes, imposts,and excises, tp pay the debts and provide for the common defence and general welfare of the United States, but all duties, imports and excises shall be uniform throughout the United States;

a. to regulate commerce with foreign nations, and among the several States and with Indian Tribes
b. to establish a uniform rule of Naturalization
c. and uniformlaws on the subject of bankruptcies throughout the US
d. to coin money, regulate the value thereof, and of foreign coin, and fix the standard of weights and measures

e. To provide for the punishment of counterfeiting the securities and current coin of the US

f. To establish Post Offices and post roads

g. To promote the progress of science and useful Arts by securing for a limited times to authors and inventors the exclusive Right to their respective writings and discoveries

h. To constitute tribunals inferior to the Supreme Court

i. To define and punish priracies and felonies commited on the high seas, and offenses against the Law of Nations

j. To declare war

k. Grant letters of Marque and reprisal and make laws concerning captures on Land and Water

l. To raise and support Armies, but no appropriation of money to that Use shall be for a a longer term than two years

m. To provide and maintain a Navy

n. To make Rules for the government and regulation of the land and naval sources

o. To provide for calling forth the militia to execute the Laws of the Union, suppress Insurrections and repel invasions

p. To provide for organizing, arming and disciplining the Militia and for governing such part of them as may be employed in the service of the United States, reserving TO THE STATES RESPECTIVELY, the Appointment of the Officer, and the Authority of training militia according to the discipline prescribed by Congress

q. To execise exclusive Legislation in all Cases whatsoever, over such District (not exceeding 10 square miles) as may be Cession of particular States, and the Aceptanceof Congress, become the Seat of the Government of the United States, and to exerceise like Authority over all Places purchased by the Consent of the Legislature of the State in whice the Same shalle be, for the erection of Forts, Magazines, Arsenals, dock-yards and other needful buildings

r. And to make all Laws which are necessary and proper for carrying into Execution the FOREGOING powers, and all other powers vested by this constitution in the Government of the United States , or inany Department or Office thereof.

7. What are the “Rights” of each State to govern itself?
Where are these rights found in the Constitution?
Article 1 Sec 10 says what the States can NOT do.
Article 4 discusses the States.

The Bill of Rights Amendment 10- The Powers NOT delegates to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, OR to the People.

8. Philosophical Question -

a. Does the Federal Government have the “right” to create laws that ALL the 50 States must obey? –

b. Should the Federal Government be able to supersede “States Rights” and/or current “State Laws” that address the issue”? (ex: partial birth abortion ban/gay marriage)-

9.Should the “people” have the “Right” to vote on such changes in Law regarding this topic?- where would that “right” be found? Bill of Rights-Amendment 10 The Powers NOT delegates to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, OR to the People.
Article 4 Sec 4: The United States shall guarantee to every State in this Union, a Republic form of governement and shall protect each of them from invasion, and on application of the Legislature or Executive (when the Legislature can not be convened) against domestic violence..

10.Should our “Representatives” be the ones to change the Laws on this topic, through the U.S. Congress or the State Congress? WHY That is what a republic is. Republic- 1 a (1) : a government having a chief of state who is not a monarch and who in modern times is usually a president b (1) : a government in which supreme power resides in a body of citizens entitled to vote and is exercised by elected officers and representatives -responsible to them and governing according to law (merriem webster)

I A. What are the “Harms” of the current system? A “harm” is the bad thing that is happening in our society as a result of the current system that you can find a reputable piece of evidence for. B. What are the “disadvantages” of changing the current system? (Ex- Patients can’t choose which Doctors or Hospitals they want to see under a National Healthcare System.
